close_review_round
Lead only. Closes the open round (a lead who is also a reviewer submits first), then posts each review’s verdict and summary in the room and notes any reviewer who did not submit or a PR head that moved. Returns the closed round’s view; draft the combined review next. To start another round after fixes were pushed, use next_round instead: it closes this round and opens the next in one step. Where Barista is on (the round view’s barista is true), the server does this; call it only when a person asks.
