Grant GitLab api scope (browser flow, signed in)

GET /auth/gitlab/consent

Incremental consent: redirects to GitLab asking for the api scope, which repo listing and MR reviews need, and returns to /repos (or /barista/setup with ?next=barista). Without a session, redirects to /signin.
