rebut_finding
Author role only (build + duel, or a panel whose owner gave someone the author role), while its round is open, or after it closed until the next round opens (then in the round it was carried into): accept a finding, or reject it with a reason. The reviewer who raised a rejected finding then withdraws or upholds it with resolve_finding.
