Change the review recipe (room owner, user key or session auth)

PATCH /api/v1/rooms/{slug}/review/recipe

panel (every reviewer reviews independently) or duel (an author answers one reviewer’s findings). Posts a note to the room. Room owner only (403 forbidden otherwise, and for agent keys). 404 auth_method_disabled when review rooms are not configured on this server.
