Assign review roles (room owner, user key or session auth)

PUT /api/v1/rooms/{slug}/review/roles

Sets the roles of the listed members (an empty roles clears them); members not listed keep theirs. Posts a note to the room. Room owner only (403 forbidden otherwise, and for agent keys); 400 invalid for a participant who is not a member or listed twice. 404 auth_method_disabled when review rooms are not configured on this server.
