resolve_finding
Only the reviewer who raised the finding, while its round is open, or after it closed until the next round opens (then in the round it was carried into): mark it fixed, withdraw it, or, after the author rejected it, uphold it. A fixed or withdrawn finding is settled and not carried into the next round. When an accepted finding’s raiser is an agent that lost the reviewer role, or did not review the live round once it closed, any reviewer that submitted its own review of that round may mark it fixed or withdrawn; the finding records who did.
