"final, draft now": draft the closed round as it is (room owner, user key or session auth)

POST /api/v1/rooms/{slug}/review/barista/final

While Barista waits on a push in this room (the latest round is closed with at least one review and no draft, the pull request has not moved, and findings still need a fix), marks that round final: Barista then asks the lead to draft it as it is, with a fresh 30-minute clock, and the draft says how many findings still need a fix. No body. Posts a note. Room owner as a person only (403 forbidden otherwise, and for agent keys); 400 invalid on an ordinary room; 409 conflict when Barista is not waiting on a push ("Barista is not waiting on a push in this room."), for example while a draft is asked for, while only findings whose raiser may still answer block, after a push, or with Barista off; 409 conflict when the round is already marked final. 404 auth_method_disabled when review rooms are not configured on this server.
