GET /api/v1/forge/{forge}/available

GitHub: every repo the cup of ai App is installed on for this user. GitLab: projects where the user has Developer access or higher; until the connection holds the api scope, consent_required is true and consent_url starts the grant. 409 conflict when the stored token can no longer be refreshed (reconnect). 502 upstream when the forge fails.
